POSITION PURPOSE:
The assistant director of security appointed pursuant to the constitution of the State of Oregon shall be responsible for a security division to assure fairness, integrity, security, and honesty (FISH) in the operation and administration of the Oregon State Lottery. In this capacity the assistant director for security leads the development and execution of all business strategies related to Lottery security. This position is a member of the Executive Team and a key contributor to the development and implementation of overall Lottery strategy, vision, and philosophy. This position reports to the director.
The assistant director of security, may confer with the Attorney General or designee as the assistant director of security deems necessary and advisable to promote and ensure the FISH in the operation and administration of the lottery and shall report any alleged violation of law to the Attorney General and any other appropriate law enforcement authority for further investigation and action.
JOB SCOPE:
Under general direction from the director, this position leads the security department and oversees the contract between Oregon State Police and the Lottery for necessary security services. This position directs and ensures the use of best practices in the development of policy, rule, procedure and compliance programs administered by Lottery Security and Oregon State Police. This job requires an understanding of law enforcement, personnel, retailer, contractor, manufacturing, gaming, regulatory, computer security and business continuity planning. The work is guided by Oregon Revised Statutes, Oregon Administrative Rules, Lottery Policies and Procedures, Attorney General legal opinions, Equal Employment Opportunity/Affirmative Action guidelines, and other industry related requirements (ORS 167, 181A, 461, 471 and OAR 177).

POSITION PURPOSE:
As a member of the Enterprise Program Management Office (EPMO) team, the Program Manager in consultation with Senior Enterprise Portfolio Manager, EPMO Manager, Project Sponsor(s), Technical Lead(s), and other stakeholders, provides effective management of the project initiation, planning, execution, control, closure and evaluation activities for complex strategic programs and projects. Projects include both business and IT centric initiatives and project management scope includes people, process and system implications and solutions required for program and project success. Strong ability to perform as a subject matter expert throughout the organization, in a key area i.e. business analysis, change management, process improvement, portfolio management, strategic scoping of projects and programs, etc.). Demonstrated leadership and extensive experience in defining, administering, deploying, and supporting diverse complex projects and programs, integrating new technical and process solutions into existing systems.
Typical project management functions include program scope and schedule development and maintenance, project communications, team meetings, status reporting, change management, process improvement management, issue and risk management, etc. The Program Manager leads, manages and coordinates enterprise-wide programs & complex projects involving diverse sponsor and stakeholder expectations and cross-functional teams. The Program Manager develops new and enhances existing project management processes, tools and techniques. This position also supports business program portfolio management functions including the development, maintenance and on-going status reporting for the Lottery’s project portfolio database, associated IT resource allocation and Project and Portfolio Management (PPM) methodologies, and may act as the PMO’s team lead.
JOB SCOPE:
This position works both independently and as a member of various project teams to support the Lottery’s PPM objectives. Work is guided by and decisions are made based on Lottery PMO project management standards and procedures, industry best practices (e.g. Project Management Body of Knowledge (PMBOK)), project sponsor guidance and direction from the Enterprise PMO Manager. The Program Manager works with the assigned sponsors and team members to manage and coordinate the completion of projects and objectives. The Program Manager may represent the PPM function within the Lottery and in conjunction with State of Oregon project management activities, providing guidance to other Lottery staff, customers and vendors.

POSITION PURPOSE:
The Retailer and Customer Services Section (Hotline) supports all Lottery retailers and customers 20 hours per day, 7 days per week and provides the initial resource for retailers, staff and other customers for problem resolution. This department works to ensure Lottery equipment is up and running by either helping a retailer resolve a problem over the phone or dispatching staff to the location. The department also provides support to field staff by answering questions to assist in troubleshooting as well as responding to questions directly from other customers regarding a variety of issues including games, promotions, and complaints.
The Retailer and Customer Relationship Manager ensures proper staffing and current training as well as oversees the establishment and implementation of current procedures. Communicates upcoming changes to staff to ensure they are prepared to answer retailer and customer questions. The Retailer and Customer Relationship Manager is responsible for developing and executing staffing and operational plans that support the customer service needs of current and new sales channels, including direct-to-player sales via digital sales channels. This position is part of Gaming Operations’ leadership team, and collaborates with managers and staff from Gaming Operations’ other units: Technical Services, Product, Sales, and Business Support.

Under general direction from the Chief Gaming Operations Officer, this position requires the ability to work independently and with others, within specific and general guidelines. The position requires the ability to act as a leader and direct teams to effectively achieve goals and business objectives, and to make decisions based on thorough knowledge of customer service and of Lottery products, equipment and operations. The incumbent is guided by Lottery policies, Oregon Revised Statutes and Oregon Administrative Rules. This position applies and executes standard information system theories, concepts and techniques. Works independently and as part of a team to analyze, develop, and document process changes as well as investigate, evaluate and recommend technology solutions of varying levels of complexity. Exercises independent judgment and provides leadership to other team members and Lottery staff. Serves as a team leader for technical teams or may serve as a project leader for Lottery business and technical projects.

The Senior Database Administrator/Analyst is responsible for providing operational support of critical databases, ETL tools and processes, reporting services and data interfaces. In addition, this position serves as a technical lead supporting database and BI objectives for Lottery projects involving new IT services or service enhancements.

This position works both independently and as a member of various teams to support the Lottery’s enterprise DBMSs, Data Warehouse and BI services. Work is guided by established database management methodologies and security standards, IT Service Management and Project Management processes, business and technology architecture principles, technology vendor documentation, industry best practices, Lottery policies and procedures and direction from the IT Operations Manager and Team Lead. The Senior Database Administrator/Analyst develops solutions for complex business needs and exercises leadership through effective use of technical leadership, team collaboration and documentation skills. Staff in this position represent the Database Administration/Analysis and DevOps team and serve as a subject-matter expert and technical lead for Lottery projects, providing guidance to IT staff, IT service providers and internal customers.

This is a highly accountable position that will need to identify and assist the IT Leadership in aligning IT strategy to deliver a cohesive, actionable plan that supports key enterprise business and program objectives. The Sr. Configuration Analyst is involved in ensuring integration with other IT Service Management processes. The incumbent will define, create, implement, execute and maintain policies, standards, processes, systems and measurements that enable the Lottery to manage IT hardware and software assets with respect to risk, cost, control, governance, compliance and business performance and value delivery objectives. Additionally, this individual is involved in designing and enhancing the Configuration Management Database (CMDB) data model and associated processes for inventorying and tracking of configuration items.
JOB SCOPE:
This position works both independently and as a member of various teams to support the Lottery’s systems and software lifecycle in order to effectively enable IT operations and ultimately service delivery to the business. Work is guided by Lottery policies and management core values, IT security and change control standards, Professional Standards and Frameworks (ITIL, ISO, COBIT, ITAM), as well as general direction from the IT Governance Manager. This position will serve on other project teams as a subject-matter expert.
