About the Role
You will report to the Manager, Procurement and Contracts and will procure products and moderately complex services for internal customers. The scope of categories related to this role includes: trade services, interagency agreements, software license agreements and similar goods and services.
You will perform market research, develop quotes or solicitations, negotiate terms and conditions, and executes contracts using existing templates with standard terms and conditions. You will also participate in process improvement activities, apply policies, and assist with contract administration post contract execution.

Handle quotes, order creation, price negotiations and order tracking
Conduct market research and assesses market conditions to obtain best value of supplies, products or services
Review purchase requests and counsel Lottery customers on selecting a sourcing method
Manage the process to procure goods and moderately complex services for internal Lottery customers including:
Draft solicitation and contract documents
Evaluate contracts terms to mitigate performance risk
Lead vendor solicitation conferences
Assess requests for change or clarification and issue addenda or clarification
Manage contractor selection process
Negotiate contract terms and requirements
Perform administration and execution of purchases under awarded price agreements
Maintain records according to state records retention schedule
Collaborate with other state and public agencies to enter into cooperative procurement contracts and agreements.
Communicate with Department of Justice to address procurement and contract issues
Provide system administrator responsibilities for contract management system
Mentor and trains entry-level procurement staff
Assist vendors and Lottery customers understand Lottery contracting processes and opportunities including resolving conflicts between parties
Perform procurement process oversight, tracking, implementation and administration
Help with contract administration
Represent Lottery at vendor trade shows
Minimum Qualifications
Associate's Degree and three (3) years of experience in procurement and contracts; OR
Five (5) years of experience in procurement and contracts.
