As a member of the Enterprise Program Management Office (EPMO) team, the Project Manager, in consultation with Senior Enterprise Portfolio Manager, EPMO Program Manager(s), Project Sponsor(s), Technical Lead(s), and other stakeholders, provides effective management of the project initiation, planning, execution, control, closure, and evaluation activities for moderate to complex projects. Projects include both business and IT centric initiatives and project management scope includes people, process and system implications and solutions required for program and project success. Strong ability to perform as a project management subject matter expert throughout the organization, and working towards developing expertise in a key area i.e. business analysis, change management, process improvement, portfolio management, and risk management, etc.). Demonstrated leadership and experience in defining, administering, deploying, and supporting diverse projects, integrating new technical and process solutions into existing systems.
Typical project management functions include project scope and schedule development and maintenance, project communications, team meetings, status reporting, change management, process improvement management, issue and risk management, etc. The Project Manager leads, manages and coordinates multiple, simultaneous, enterprise-wide projects, involving diverse sponsor and stakeholder expectations and cross-functional teams. The Project Manager develops new and enhances existing project management processes, tools and techniques. This position also supports business program portfolio management functions including the development, maintenance and on-going status reporting for the Lottery’s project portfolio database, associated IT resource allocation and Project and Portfolio Management (PPM) methodologies.
This position works both independently and as a member of various project teams to support the Lottery’s PPM objectives. Work is guided by and decisions are made based on Lottery EPMO project management standards and procedures, industry best practices (e.g. Project Management Body of Knowledge (PMBOK)), project sponsor guidance and direction from the Enterprise PMO Program Manager(s). The Project Manager receives guidance and direction from Program Managers specific to project oversight. The Project Manager may represent the PPM function within the Lottery and in conjunction with State of Oregon project management activities, providing guidance to other Lottery staff, customers and vendors.
PRINCIPAL ACCOUNTABILITIES (*ESSENTIAL FUNCTIONS):

Serve as a role model for the Lottery in exercising good judgment, discretion and professional behavior. Advocate and actively identify opportunities for the ongoing integration of all the Lottery departments. Assist others in understanding the laws, rules, policies, or procedures that govern and guide the Lottery’s work.
2. *Manage moderate to complex projects and resources.
Coordinate and ensure completion of all projects. Work with the Senior Enterprise Portfolio Manager, EPMO Program Manager(s), and OSL Governance Committees as needed to understand priorities and upcoming operational needs. Guided by EPMO Program Manager, the Project Manager will oversee and monitor project completion. Create and distribute reports to provide updates on the team’s progress.
For each assigned project: Work with the EPMO Program Manager(s) & Project Sponsor(s) to apply Lottery defined PMBOK project management methodology to assigned projects, manage the project initiation, planning, execution, control and closure activities including project communications, team meetings, project schedule development and maintenance, status reporting, change, issue and risk management. Supervise, schedule, and coordinate projects. Execute project plans ensuring conformance to established standards and procedures. Monitor assignments ensuring that deadlines and budgets are met. Evaluate project progress and results. Determine user demands, establish priorities, plan, direct and monitor work. Evaluate project status and resource utilization and recommend changes to improve efficiency. Communicate project status and issues to the EPMO Program Manager(s), Senior Enterprise Portfolio Manager, OSL Governance Committees, project sponsors and project teams. Manage the projects through to completion. Educate team members on project management requirements, methodology and processes.
3. *Assist with supporting Enterprise Business Portfolio Management.
Assist in developing and maintaining information and tools to support the Lottery’s Enterprise portfolio and associated resource allocation tracking. Assist in maintaining resource allocation body of knowledge and work with resource managers to obtain on-going updates and resource estimates for new projects. Track and report the status of all Lottery projects on a quarterly basis.
4. *Maintain Lottery project management methodologies.
Develop, enhance and maintain project management processes, procedures, tools and techniques. Ensure project management methodologies align with and support other governance frameworks. Provide guidance and clarification on project management methodologies and PPM minimum requirements to other staff performing project management functions in addition to employees outside responsible for managing and coordinating Lottery projects. Control and communicate changes to project management processes.
5. Team Support and Development.
As assigned, in collaboration with the EPMO Program Manager(s) and staff, develop new strategies the EPMO and Project Management Teams will use to reach its goals. Provide any training that team members need. Communicate clear instructions to team members and listen to team members’ feedback; reach agreement regarding direction. Maintain current knowledge of the status of the team’s workload adjusting when necessary. Provide reports related to expected completion of work. Ensure employees on the team have the resources they need. Manage the flow of the day to day operations of the team. Create and distribute reports to provide updates on the team’s progress.
6. Continuous Quality Improvement.
Promote collaboration, continuous process improvement and thought leadership for achieving the Strategic Business Initiatives and Annual Plan. Identify and report high priority items of escalations across Program/Project performance KPIs. Develop Project Management and Process Improvement Standards/Templates and serve as an expert/advisor throughout the agency. Develop and deliver related organizational training. Provide Project Status Reports.
Serve as integrated solution designer and project lead for enterprise continuous improvement initiatives, enhancements, or special projects. Translate business needs into business/system requirements through effective cross-functional collaboration with multiple stakeholder levels. Work to identify and collaborate with all key stakeholders to ensure proper implementation. Solve complex business problems, optimize business processes, and leverage people and technology to drive real and lasting change.
Identify and implement multi-faceted improvement opportunities and enhancements that cross organizational boundaries. Serve as consulting resource for business teams to help define, estimate and recommend optimized solutions. Manage change and promote the continuous improvement of project management related processes. Facilitate the development of transition and sustainability plans as they are passed to the business owners to maintain and optimize as part of the project timeline.
7. Maintain a working knowledge of advances in functional areas to assist in meeting project and portfolio management requirements.
8. Collaborate with and provide back-up and “area of expertise” support to the other Enterprise Program Management Office team members.
9. Perform other duties as assigned.
The Project Manager has frequent and day-to-day contact with project team members, current and potential project stakeholders, vendors and customers to perform essential job duties. This is done in-person, by telephone or electronic mail. This position requires strong communications skills, collaboration and facilitation skills to effectively work across the enterprise.
Work is typically performed in an office environment. To complete projects and tasks, irregular work hours may be required. Occasional travel may be required for training or other duty related purposes.
Bachelor’s Degree in business administration, information technology or closely related field and three (3) years of professional project management experience, including leading and managing multiple, simultaneous, large scale, diverse projects from initiation and planning through project closure, project scope and schedule development and maintenance, team facilitation and communications and identifying and tracking project budgets, changes, risks, and quality issues; OR
Six (6) years of professional project management experience. The project experience must include leading and managing multiple, simultaneous, large scale, diverse projects including both business and IT centric initiatives, from initiation and planning through project closure, project scope and schedule development and maintenance, team facilitation and communications and identifying and tracking project budgets, changes, risks and quality issues.
Project Management Professional (PMP) certification from the Project Management Institute (PMI).
Ability to obtain additional professional certification in at least one core area of expertise within 3 years (i.e. business analysis, change management, process improvement, portfolio management, strategic scoping of projects and programs, etc.)

• Demonstrated knowledge and application of project management theory and best practices. Demonstrated skills using a range of software applications including Microsoft Office productivity suite, IT service management applications, and project and portfolio management (PPM) software.
• Demonstrated skill in organizing work effectively; exercising independent judgment in making decisions concerning work methods; coordinating and performing multiple and diversified tasks while working with conflicting priorities and deadlines.
• Demonstrated ability to understand business strategy, IT systems, process and people change management interdependencies associated with delivering project success.
